More than 20 years of practice in private and public law in legal business and at TOP-rank civil service positions.
Pavlo is the Minister of Justice of Ukraine in three governments (2014-2019), member of the National Security and Defense Council of Ukraine (2014-2019), member of the Presidential Constitutional Commission and the Judicial Reform Council (2015-2019).
During his tenure, he was the initiator and co-author of whole list of systemic reforms, including judicial reform, law enforcement reform, and innovative legislation in human rights, privatization, concessions, and public procurement. He is the author of number of legislative initiatives in the area of business simplification, deregulation in areas of registration of business and real estate, as well as protecting business from unlawful actions of law enforcement authorities. During his tenures, the system of online state registration services was introduced.
Since December 12, 2012 –the People’s Deputy of Ukraine of the VII convocation, the Secretary of the Committee on the Rule of Law and Justice of the Verkhovna Rada of Ukraine. During the work in the Parliament, he became the author and co-author of more than 60 legislative drafts, a third of which were adopted by the Verkhovna Rada of Ukraine.
In November 2010, was elected as a deputy of the Kyiv Regional Council, a member of the Standing Committee on Law, Order and Anti-Corruption.
Attorney-at-Law. Until the end of 2012, successfully worked in private law practice.
Began his professional career in 1998 as a legal adviser to private law firms, and since December 2001 became general counsel of joint stock company “State Savings Bank of Ukraine”, where he continued to perform on senior positions in Legal Department of the bank until 2005.
The Doctor of the Science of Law, the author of more than hundred scientific articles and a number of monographs on civil, administrative and constitutional law.

Graduated from the Faculty of Law of Yuri Fedkovych National University of Chernivtsi, Master of Law, Diploma with honors, 2001.
Also obtained higher economic education – in 2004 he got a degree of the Ukrainian Academy of Foreign Trade of the Ministry of Economy of Ukraine in “Management of Foreign Economic Activity”.
